<br />FLOOD INSURANCE STUDY <br /> <br />1.0 INTRODUCTION <br /> <br />1,1 Purpose of Study <br /> <br />This Flood Insurance Study has been prepared to revise and update <br />a previous Flood Insurance Study/Flood Insurance Rate Map for the <br />unincorporated areas of Montrose County, Colorado. This informa- <br />tion will be used by Montrose County to update existing flood plain <br />regulations as part of the regular program of flood insurance by <br />the Federal Emergency Management Agency. The information will <br />also be used by local and regional planners to fu~ther promote <br />sound land use and flood plain development. <br /> <br />In some states or communities, flood plain management criteria or <br />regulations may exist that are more restrictive or comprehensive <br />than the minimum Federal requirements. In such cases, the more <br />restrictive criteria take precedence and the state (or other juris- <br />dictional agency) will be able to explain them. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The source of authority for this Flood Insurance study are the <br />National Flood Insurance Act of 1968 and the Flood Disaster Protec- <br />tion Act of 1973. <br /> <br />The hydrologic and hydraulic analyses for this study were performed <br />by MSM Consultants Inc., Denver, Colorado, for the Federal Emergency <br />Management Agency, under Contract No. H-4710. This work, which <br />was completed in March 1982, covered all significant flooding sources <br />affecting Montrose County. <br /> <br />The revised hydrologic and hydraulic analyses for Cedar Creek and <br />Montrose Arroyo were performed by Hydro-Triad, Ltd. <br /> <br />1,3 Coordination <br /> <br />An initial coordination meeting was held in the City of Montrose <br />on March 23, 1978. This meeting, attended by representatives of <br />Montrose County, the Federal Emergency Management Agency, and the <br />study contractor, was held to discuss the nature and purpose of <br />the study and the scope and limits of work. <br /> <br />On January 25, 1979, an intermediate coordination meeting was held <br />to discuss the progress of the study and the limits of work. In <br />attendance were representatives of Montrose County, the Federal <br />Emergency Management Agency, the Colorado Water Conservation Board, <br />and the study contractor. <br />
