Suggestions for policy, roles, actions:

I. Outreach to get more utilities to join Infraguard, AWW A Security Web site (is
the EPA/State WQ agency outreach including this advice?)
2. Increasing interdependencies (power, computer, telecom, etc.) must be
considered in vulnerability assessment.
3. Should infrastructure protection become prescriptive requirements (e.g. security
hardware, management practices, etc.) or encouraged by guidance and funding for
water systems?
4. Should industry standards be updated to address supply/treatment/distribution
system security and detection?
5. Develop a secure and effective information dissemination strategy - currently
this is part of ISAC initiative and Infragard
6. Develop a regular bulletin/newsletter on new security issues, developments (use
NIPC Beacon as a vehicle or...)
7. Close the FOIA access route to sensitive security information
8. Utilities must take the initiative to establish a relationship with local law
enforcement, FBI and OEM
9. Universities should integrate disaster prevention into design curriculum
10. Develop guidelines for reliability of water systems subject to extreme events
(EQ, hurricane, flood, etc.)
