<br />WHEREAS, a procedure for determining hydrology information in Morgan County for <br />approximate floodplains of streams with drainage areas that fall outside the applicable range of the <br />Guidelines (or an applicable USGS hydrology publication), lakes, ponds, local storm drainage <br />areas, and overflows from irrigation ditches and canals has not been established by the Guidelines; <br />and those floodplain areas may not be designated as approximate floodplain information without a <br />procedure for estimating lOO-year peak flows, a/ld therefore the local government should require <br />that a detailed hydrologic and hydraulic study be performed by a professional engineer and <br />submitted by the developer or the development proponent prior to any floodplain development in <br />those cases; and <br /> <br />WHEREAS, the approximate floodplain information in said report with included <br />Hydrology Addendum for the unincorporated portions of Morgan County which meets the criteria <br />for the Board's Guidelines meets all of the requirements for approximate information listed under <br />the Board's "Rules and Regulations for the Desigoation and Approval of Floodplains and of Storm <br />or Floodwater Runoff Channels in Colorado" (2 cCR 408-1); and <br /> <br />WHEREAS, the approximate floodplain information in said report with included <br />Hydrology Addendum for the unincorporated portions of Morgan County which does not meet the <br />criteria for the Board's Guidelines does not lIIeet all of the requirements for approximate <br />information listed under the Board's "Rules and ~egulations for the Designation and Approval of <br />Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408-1), and <br />therefore cannot be designated; and <br /> <br />DESIGNATION AND APPROVAL ACTION <br /> <br />NOW, THEREFORE, BE IT RESOLVED by the Colorado Water Conservation Board in <br />regular meeting assembled in Pueblo, Colorado, this 12th day of May 1997, that it does hereby <br />designate and approve as approximate floodplain information the storm or floodwater runoff <br />channels and basins within Morgan County described by approximate floodplain information in <br />said Fort Morgan Flood Insurance Study dated September 29, 1989 with included Hydrology <br />Addendum dated April 1997, that meet the criteria for the Board's Guidelines, except for the <br />stream reaches as listed in Table 4; and <br /> <br />BE IT FURTHER RESOLVED that the Colorado Water Conservation Board does hereby <br />designate and approve as detailed floodplain infoj1llation the storm or floodwater runoff channels <br />and basins, as listed in Table 3, within Morgan Collnty described by detailed floodplain information <br />in said Fort Morgan Flood Insurance Study dated September 29, 1989 with included Hydrology <br />Addendum dated April 1997 mapping; and <br /> <br />BE IT FURTHER RESOLVED that the Secretary of the Board is directed to send a <br />certified copy of this resolution to the Board of County Commissioners of Morgan County; the City <br />of . Fort Morgan; the City of Brush; the Town of Wiggins; the Colorado Office of Emergency <br />Management; the U.S. Army Corps of Engineers, Omaha District; and the Federal Emergency <br />Management Agency. <br /> <br />5 <br />
