<br />with other such activities, would cause or result in <br /> <br />any of the following: <br /> <br />(1) The storage or processing of materials that in <br /> <br />times of flooding are buoyant, flammable, explo- <br /> <br />sive or otherwise potentially injurious to human, <br /> <br />animal or plant life. <br /> <br />(2) The disposal of garbage or other solid waste <br /> <br />materials. <br /> <br /> <br />(3) The human occupation of structures, either fixed <br /> <br /> <br />or mobile, for residential purposes, either per- <br /> <br />manent or temporary. <br /> <br />(4) Substantial solid debris being carried downstream <br /> <br />by floodwaters. <br /> <br />(5) Any obstruction which would adversely affect the <br /> <br />efficiency of or restrict the flow capacity of a <br /> <br /> <br />designated floodplain so as to cause forseeable <br /> <br />damage to others, wherever located. <br /> <br />d. Exceptions permitted in low hazard zones. Except as <br /> <br />prohibited by subsections (c) (1) and (2), the low ha- <br /> <br />zard zone of a designated flood plain, if any such low <br /> <br />hazard zone has been identified, may be used for any <br /> <br />lawful purpose; provided that: <br /> <br />(1) Such use shall not cause an enlargement of the <br /> <br />floodplain so as to cause damages to or on lands <br /> <br />other than those owned by the user. <br /> <br />(2) Any building or structure, whether fixed or mobile, <br /> <br />designed for human occupancy or the storage of <br /> <br /> <br />-16- <br />
