Exceptions .., <br /> <br />The exceptions for uses in the low hazard zone are subject to <br />control only by the building inspector as outlined in the reso- <br />lution. They should be considered as conditional uses subject <br />to the approval by the appropriate legislative body - the council <br />for zoning matters and the board of adjustment for variances, etc. <br /> <br />We recommend these matters be reviewed for consistency with <br />zoning requirements for areas and uses. <br /> <br />6. Page 18, par. 6. Reword to "A specific determination of the <br />intermediate regional flood elevation for the subject property <br />from the floodplain information reports shall be the responsi- <br />bility ..." <br /> <br />7, Page 18, par. 6, Suggest replacing "technical evidence" with <br />"technical information as to the established intermediate <br />regional flood (lOO-year) elevations ..." <br /> <br />8. Definitions included in Sec. 210 should be reviewed for the <br />specific reference to terms used in the resolution and for <br />their technical accuracy. For 40 and 41, it is recommended <br />that floodplains be defined as the area in and adjacent to a <br />stream course. For the Flood Hazard District, it is the flood- <br />plain area inundated by the intermediate regional flood (the <br />100-year flood) and which area thus is so adverse .... (The <br />corollary to "Floodplain" and "Flood Hazard District" is (1) <br />flood area outlines and (2) flood flow widths, representa- <br />tive of established water surface elevations at locations along <br />a stream course). <br /> <br />Flood profile (item 42) is not used in the resolution. Surface <br />elevation is used and should more appropriately be defined and <br />referenced to a profile. Regulatory flood elevation is the <br />established water surface elevation of the intermediate regional <br />flood (the 100-year flood) at all locations along a stream course, <br />whose elevation, referenced in feet above mean sea level datum, <br />is determined by a hydraulic analysis of the physical character- <br />istics of the inundated areas affected by the 100-year flow. (The <br />corollary expression for water surface elevation is (1) the flood <br />height with respect to the areas adjacent to the inundated areas <br />and (2) the flood depth within the inundated areas, measured from <br />the water surface elevation at any location to the corresponding <br />land surface elevation). <br /> <br />Floodway zone (item 44) and low hazard zone. (item 62) should be <br />consistent for such floodplains that a low hazard zone may not be <br />identified. Floodway zone is the floodplain if the low hazard <br />zone is not identified, Floodway zone when the <br />low hazard zone is identified, is the portion of the floodplain <br />in which the flow depths of.the 100-year flow are more than one <br />and one-half feet. <br /> <br />-2- <br /> <br />
