Lang, Chief <br />Flood Control and Floodplain Management Section <br /> <br />DATE: October 19, 1981 <br /> <br />SUBJECT: Facts and Reasons for Writing my October 29, 1980, <br />letter to the State Board of Registration for <br />Professional Engineers and Land Surveyors <br /> <br />By letters of June 21, 1979, Fremont County and the City of <br />Canon City requested financial and technical assistance from the <br />Colorado Water Conservation Board to identify the 100-year <br />floodplains on the Arkdnsds River and Red Canyon floodplains <br />(Northeast Canyon Drainage). <br /> <br />With a relatively short time frame to accomplish the task of <br />defining the 100-year floodplain on the Arkansas River, which <br />included prepartion of the "Scope of Services" and selection of <br />an engineering consultant, the Board commenced to develop a "Plan <br />of Work" to accomplish the tasks. The work assignments were <br />developed as follows: <br /> <br />The mapping which the city and county had contracted for <br />with Mr. Chuck Rupp, Ponderosa Engineering, was to serve as the <br />base mapping for the engIneering studies. The mapping contract <br />was scheduled for completion by September 15, 1979. The locaL <br />governments had a specific deadline of December 31, 1979, for <br />having the floodplains defined on the Arkansas River. This was <br />the date which EPA had issued as a compliance condition for <br />receiving a $12,000,000 sewer plan for a regional wdstewater <br />treatment and collect ion sysl em. <br /> <br />On October 12, 1979, we selected Camp Dresser & t1cKee, Inc. <br />(CDM), to perform the flood hazard analysis with the following <br />completion dates: <br /> <br />COLORADO WATER CONSERVATION BOARD, Frederick V.
