WHEREAS, new hydrologic, topographic. and hydraulic
information and data were developed by the Urban Drainage and
Flood Control District for t:he South Platte River in "Flood
Hazard Area Delineation; South Platte River, Denver
metropoli tan Area. Sand CreeJ<: to Oxford Avenue" in September.
1985; and

WHEREAS. the Colorado Water Conservation Board. as
requested by the Urban Drainage and Flood Control District.
approved and designated the floodplain of the South Platte
River within the City and County of Denver and adjacent
communities as described in: said report by Resolution No. 251
on March 14, 1986; and

WHEREAS. new hydrologic. topographic, and hydraulic
information and data were developed by the Urban Drainage and
Flood Control District for We.terly Creek in "Flood Hazard Area
Delineation. Westerly Creek" in March. 1983. and approved and
designated by the Colorado Water Conservation Board by
Resolution No. 228 on January 5. 1984; and

WHEREAS. said new informat:ion replaced information for that
portion of Westerly Creek from Kelly Road Darn to the southern
entrance to the culvert under the East-West Runways at the
southern end of Stapleton Airport contained in "Flood Hazard
Area Delineation. Westerly Creek," prepared by the Urban
Drainage and Flood Control District in January. 1977. and
approved and designated by the Colorado Water Conservation
Board by Resolution No. 70 on July 27. 1977; and

WHEREAS.

WHEREAS. the City and Collnty of Denver has requested the
Colorado Water Conservation Board. to designate and approve
certain floodplain areas set: forth in the aforesaid Flood
Insurance Study. as set forth in Table 4. attached hereto and
by this reference incorporated herein; and

WHEREAS. Section 37-60-106(1), Colorado Revised Statutes.
requires the Colorado Water Conservation Board to assist in the
prevention of floods and flood damages therefrom; and

WHEREAS. Sections 31-23-301 and 30-28-111, Colorado Revised
Statutes. provide that sucn legislative bodies of local
jurisdictions may provide zoning regulations for land uses on
or along any storm or floodwater runoff channel or basin only
after designation and approval by the Colorado Water
Conservation Board; and
