~

,

SWP 1150-2-1
26 &y 78

10. ROADWAY CROSSING OF nOODWAYS.

a. Permanent Roadways.

(1) Carefully analyze new roadways or roadways being rebuilt or
modified as to their effect on the hydraulic capacity of the floodway
and to their adverse effects on the existing or approved levees. The
low steel of the bridge shall have an elevation not lower than the crown
of the levee or '3 feet above the design water surface, whichever is
higher. Additional clearances will be required for fixed spans over
navigable waterways on a case-by-case basis.

(2) Any roadway over a navigable stream will require a permit from
the US Coast Guard.

(3) Plans including computations relat'ing to the effects the
proposed work will have on flows and floodway capacity will be required
for review and c01lDllent.

b. Temporary (Raul) Roadways.

, (1) Provide drainage structures to convey low-flow discharges.
Rald roadway fill to a minimum to prevent increasing the water surface
elevation should a flood occur during the period the roadway is in
place. Construct all ra1llpS from levees going in a downstream direction.
This will prevent flows from being directed into the face of the levees.

(2) Kemove all materials (fill, drainage structures, etc.) upon
completion of construction. Restore all disturbed areas to original
grade and restore turf.

(3) Plans including computations relating to the effects the pro-
posed work will have on flows and floodway capacity will be required for
review and c01lllDents.

11. LlN DAMS OR DIVERSION or FLOWS.

(

a. Lev 1lalllS or Other Obstructions. Submit plans and s?ecifications
for review and comments prior to the construction of any type dam
structure in a floodway area. These plans including computations will
be reviewed to determine if adverse hydraulic or structural effects
would occur within the floodway as a result of the proposed construc-
tion. Prior to an extensive engineering study for any tYpe of water
barrier in a floodway, the concept plan, proposed location, and purpose
should be reviewed by the Corps of Engineers.

I

, b. Diversion of flows into or out of a floodway area shall be
reviewed as to possible adverse hydraulic or structural effects.

7
