Costs for detention pond:3 include clearing" grubbinq, excavation, fillincr, compactinq, and '"rater handling, where requir'~d. 'rhe es1:imated costs for channels include clearing, excavat:ion and refill, sOddinq, and water handling. Cost estimates for box culverts include sheetinq, water and traffic control, utili'l:y relocation, pavement replace- ment, structural excavation and rE,fi 11, concrete, and steel rein forcement. Costs for drains i.nclude excavation; backfi ll; furnishing, laying and jointing pipe; manhole and access struc- tures; end walls; pavement replacement for street drai.ns; and clearing for cross--country drain:3. Cost.~; for rights-.of.-way include land costs only. ~~api'::al Costs Capi~al costs in this report include the estimated construction cost.>; allowances for engineerinq and contingencies; and an allowance for fiscal, legal and ailininistrative expenses. No attempt has been made too estimatr, costs of land or ea~;ements where either federal or municipal lands are i.nvolved. Ever, possible precaution has been taken to include all it:ems affecting construct:ion, However. the details of potential con- struction problems at the t:ime of construction cannot be foreseen at t:'lis time. Therefore, an allowance for such cont..ingencies must be included as well as the allo",ance for engineering services (design, surveys, borinqs, etc.).
