At the present time, there is no wa\' for flows from the <br />upper watershed to crOE:S t:he HighLi.r,e Canal. Even if <br />there were, the construction of L~wIY ~ir Force Base north <br />of the canal has obliterated the hist8rical Westerly Creek <br />Channel. <br /> <br />2. The construction of Pond A-B a.no a :'oncrete-lined flood <br />channel by the City of Aurora has alleviated most of the <br />flooding problems for D.l'.. 1, 2, an~ 5. Pond A-B is, how- <br />ever, somewhat deficient in capaci I:y co.nd in level of hazard <br />prDtection for the downstream area '0ndcr anticipated full <br />development of the area. The outl"t ':mrks for this pond <br />are currently connected into the Fcghline Canal, an irriga- <br />tion facility. <br /> <br />3. Kelly Road Dam is not adequate to serve the tota.l upstream <br />watershed and the present strw~tu:cl" ic" a potential hazard <br />because of possible embankment failure and resulting loss <br />of life for storm events which exceed the 40-year-frequency. <br /> <br />4" The historical Westerly Creek channel between Kelly Road <br />Dam and Stapleton Airport: has insuf:Eic:lent capacity to <br />recei ve even local t.ributa.ry fLow" becau,,'" the channel ilnd <br />flood plain have been grea.tly ,'ll.ten,d by development and <br />encroachment.
