Raising two bridges was critical to minimizing <br /> <br /> <br />backwater damages. This was done because flood water surface <br /> <br /> <br />profiles in the Flood Insurance Study published by the Federal <br /> <br /> <br />Emergency Management Agency (FEMA) in 1978 indicated the bridges <br /> <br /> <br />would obstruct flow. <br /> <br />As a result of the flooding, the town took the following <br />act ions: <br /> <br />a. Lifted the Cherokee Street Bridge to reduce backwater <br /> <br />problems. <br /> <br />b. Lifted the Woodward Avenue Bridge to reduce backwater <br />problems. <br /> <br />c. Sandbagged Clear Creek as indicated on the flood fight <br />map. <br /> <br />d. The town maintained fairly continuous surveillance of <br /> <br /> <br />Clear Creek beginning at the "Beaver Dams" approximatley <br /> <br /> <br />one mile upstream and at several other points along the <br /> <br /> <br />way. Steve Steffans estimated daily discharges at the <br /> <br /> <br />Garland Street bridge and at a couple of other locations <br />using the Manning Equation. <br /> <br />-7- <br />
