<br />Functional Division <br /> <br />Each party with a s take in how a <br />floodplain is managed generally has a <br />different view of what the management <br />objectives should be and the best way <br />of achieving them. Even wi thi n a city, <br />state or the federal government, <br />agencies may hold views quite different <br />from one another. For example, an <br />agency with construction authority or <br />responsibility for water supply might <br />argue for a reservoir to store flood <br />wa ters while an agency with regula tory <br />responsibilities might recommend <br />treating the same problem with land use <br />regula tion. Fragmentation of responsi- <br />bility for management makes arriving at <br />mutually agreeable plans difficult. <br /> <br />Participation by parties repre- <br />senting all viewpoints is required in <br />developing a balanced floodplain <br />management program to ensure that each <br />possible management technique is fairly <br /> <br />City A <br /> <br /> <br />,.1 <br />-.I ,..... <br /> <br />--- <br /> <br />City B <br /> <br />considered. Those individuals, organiza- <br />tions and agencies whose participation <br />is needed for actually preparing, <br />implementing and carrying out the <br />program are determined by the measures <br />that are selected for use. <br /> <br />l <br />j <br /> <br />Geographic Division <br /> <br />Rivers and other bodies of water <br />often flow through or border several <br />cities, counties or states. In such <br />cases, only part of the floodplain is <br />subject to management by any particular <br />government. This can be a severe <br />problem along rivers where the actions <br />of one property owner or governmental <br />unit may significantly increase flood <br />risk for another. <br /> <br /> <br />The geographic division of <br />responsibilities and authority is not a <br />serious problem with respect to <br />flooding along lakes and seacoasts.
