The document presents an overview of HB 1154 and the Office of Water <br />Conservation. It gives a brief history of water conservation and explains Colorado laws which <br />pertain to water conservation. The second half of the document discusses the water efficiency <br />grant program and the guidelines. This portion of the document reflects input received from both <br />the Board and other interested parties. <br /> <br />The purposes of the grant program are two-fold; to encourage ideas for innovative projects <br />which will add to our knowledge, and to stimulate the implementation of water conservation <br />measures in communities throughout Colorado. The guidelines developed for the grant program <br />are intended to be flexible. We expect these guidelines to spur creativity and innovation from <br />applicants and encourage them to propose useful projects. <br /> <br />1. GUIDELINES IN BRIEF: <br /> <br />GRANT ELIGIBILITY * All public agencies established under Colorado law are eligible to <br />apply for a water conservation grant. <br /> <br />PROJECT ELIGffiILITY * Eligible projects should be designed to expand information currently <br />known about supply and demand reduction and benefits of various measures. During each grant <br />cycle priorities will be established as the categories of water use efficiency projects eligible for <br />application. <br /> <br />TIMING * Details and application deadlines will be announced annually in early fall. <br />Applications will be accepted until the first of January. Although many applications are likely <br />to be submitted during each grant cycle only 4-7 awards can be made each year. <br /> <br />AVAILABILITY OF FUNDS *. A one-time allocation of $500,000 from the CWCB <br />Construction Fund will be used for water efficiency demonstration projects. A maximum of <br />$50,000 can be awarded to anyone applicant. Most awards will be made for projects requesting <br />less than the maximum. <br /> <br />SELECTION CRITERIA * The CWCB will be responsible for selecting the final grant <br />recipients. Evaluation of applications will be based on the following criteria: <br /> <br />CREATIVITY - projects are encouraged to show innovation or a potential to enhance <br />existing knowledge regarding the proposed water conservation measure. <br />
