Walker
Director

TO:

CWCB Members

FROM:

Kim Hout

DATE:

September 10, 1991

SUBJECT:

Agenda Item 17, September 19-20, 1991, Board Meeting--
Water Efficiency Program: guidelines for grants

BACKGROUND
Of the responsibilities assigned to the Colorado Water Conservation Board by HB 91-1154, the
demonstration grant program requires immediate attention.

Guidelines for the grant program are to be developed by October 1, 1991. During the July
CWCB meeting, I presented guideline criteria for the Board to consider in the development of
the grant program. At that time, I requested guidance in finalizing the guidelines. Feedback from
Board members included the following suggestions:

1. Grant eligibility should include state agencies;
2. Grants should be awarded once each year;
3. Specific water conservation measures should be selected for emphasis for
applications each year but all ideas should be encouraged;
4. Grant awards should be made for proposals requiring less than the maximum
$50,000;
5. Grant awards should be based on merit with consideration given to location and
demographics of applicant.

Those suggestions, together with an outline of the overall grant criteria, were discussed with
water providers and other interested parties.
