David has suggested that the position be located <br />either on the Board's staff or in the Executive Director's <br />Office. The Board's advice and preferences in tnis regard are <br />sought by David. <br /> <br />Functions of the Proposed position <br /> <br />Several state agencies have an interest in promoting more <br />efficient water use and have started such efforts. However, <br />no agency has coordinated these initiatives and expertise is so <br />scattered that it is difficult to progress on special <br />projects. This is especiallY so with the minimum resources <br />available. <br /> <br />One example is the Soil Conservation Board's federally <br />funded pump efficiency program, which can return tnousanas of <br />dollars in benefits to the farmers who have their wells <br />inspected and adjusted. To be most effective. the program <br />should be coordinated with the Groundwater Commission and the <br />groundwater management districts. Data from the Division of <br />Water Resources and the Colorado Geological Survey would also <br />enhance the program and cut the costs. Information on the <br />program could be disseminated by the Department of AgriCUlture <br />and other agencies which are regUlarly in contact with <br />farmers. In short, better communication and coordination could <br />make the design and administration of such projects more <br />effective and worthwhile. <br /> <br />2065E <br />
