Walker <br />Deputy Director <br /> <br />TO: <br /> <br />Chips Barry /~ <br />Bi 11 McDonald /llLD~1 <br /> <br />FROM: <br /> <br />DATE: April 16. 1990 <br /> <br />SUBJECT: Water Conservation Responsibilities <br /> <br />David Walker reports that you are considering establishment <br />of a water conservation activity in the department with funding <br />potentially available from the Office of Energy Conservation. <br />I agree with the need for an effort in this area. <br /> <br />However. I want to raise with you one hazard in <br />proceeding. The General Assembly has consistently rejected <br />conservation/efficiency measures in recent years. including <br />Pierson's bill in this session. In addition. it has rejected <br />my request for a staff position and funding in the Long Bill. <br />even when my request had with the blessing of the Colorado <br />Water Congress. There is always a danger in going outside such <br />regular channels to accomplish on your own what the General <br />Assembly has rejected. <br /> <br />I also want to raise with you past understandings about the <br />institutional home for a water conservation/efficiency program <br />should you proceed with your current efforts. When David <br />Getches first pursued staff and funding for a program. I <br />contended that the proper place for it was is in this agency. <br />The Board formally concurred in and endorsed this position. <br />The agenda item from 1986. along with the budget decision item <br />for FY 87-88. are enclosed. I hope that you will concur in <br />this position. <br /> <br />I would like the opportunity to discuss this matter with <br />you soon. Furthermore. 1 am inclined to suggest to the Board <br />that it develop a proposal through a process including those <br />interests which have opposed previous bills.
