<br />. <br /> <br />. <br /> <br />Grant funds are intended to be used for project implementation including potential studies, <br />hardware or device purchases or other relevant expenditures. Any proposed use of funds solely <br />for administrative purposes will not be accepted. <br /> <br />APPLICATION REVIEW <br />The Colorado Water Conservation Board will be responsible for selecting the final grant <br />recipients. When all applications have been received, Office of Water Conservation staff will <br />review the applications collectively. A project summary sheet with comments will be prepared <br />for each application and presented to the Colorado Water Conservation Board for final project <br />selection. <br /> <br />DECISION <br />After the Colorado Water Conservation Board chooses the recipients, a letter from the Executive <br />Director announcing a decision to award or deny grant funding and a copy of the project <br />summary sheet will be sent to each applicant. <br /> <br />CONTRACTING <br />A decision letter offering grant funds is only an offer to enter into a grant contract. The offer <br />does not legally obligate the State. The opportunity to enter into a grant contract will remain open <br />for six month following announcement. If a contract is not executed within six months, a notice <br />withdrawing the offer will be issued. The project itself must also be initiated within a reasonable <br />period of time, typically six months, or funding may be withheld. <br /> <br />Accompanying the award letter will be instructions to contact a staff member to assist with the <br />contract and procedures. All contracts will be subject to existing Colorado Water Conservation <br />Board procedures. Once the contract is complete and availability of funds is certified, the grantee <br />will receive a copy of the contract. <br /> <br />1. SCOPE OF WORK <br />Grant recipients should contact an Office of Water Conservation staff member soon after <br />receiving award notification. Staff assistance in developing a workplan will be available. A scope <br />of work or workplan is to be included with each contract. The workplan should explain the <br />project, performance schedule and any other project details. <br /> <br />2. PAYMENT SCHEDULE <br />Payments will be made according to a schedule approved by each project as appropriate The <br />State will retain a specified amount of the grant funds until the grantee completes all obligations <br />of the contract. Final payment will then be made upon completion of the project. <br />
