<br />. <br /> <br />. <br /> <br />. <br /> <br />STATE AGENCY REQUIREMENTS <br />As outlined in the enabling legislation, state agencies are obligated to develop and implement <br />water efficiency plans by January 1, 1993. The primary components of state agency plans are to <br />address water use efficiency measures related to plumbing fixtures and landscaping of state <br />facilities. Once developed, these plans will serve as guidelines for all future state facility <br />construction. <br /> <br />Beginning January 1, 1992, all state-owned buildings under construction or renovation are to have <br />tank-type water closets installed which flush a maximum of 1.6 gallons of water unless fixtures <br />are within legislative exemption. All landscape construction or renovation beginning after January <br />1, 1993 will be subject to water efficient landscape measures as outlined in statute. <br /> <br />WATER PROVIDER REQUIREMENTS <br />Referred to as "covered entities" in the enabling legislation, water providing agencies are to <br />develop and implement water efficiency plans by July 1, 1996. This provision is applicable to <br />any water provider that has a retail customer demand for water in excess of 2,000 acre feet <br />annually, using calendar year 1989 as a base year. Water providing agencies with water <br />conservation plans that are effective prior to 1996 will need to ensure that all legislative <br />provisions have been satisfied. <br /> <br />The legislation provides a number of water conservation measures for each water providing <br />agency to consider when developing a plan. These measures may not necessarily all be included <br />nor are they prescriptive. They do need to be considered however. The manner in which each <br />agency then develops, promotes and implements the plan is a local decision. <br /> <br />GRANT PROGRAM <br />The purposes for the water conservation grant program are two-fold. One goal is to encourage <br />innovative water conservation projects which will expand the information currently known about <br />various measures , their applicability in Colorado, and their effectiveness in achieving water <br />savings. A second goal is to stimulate the implementation of water conservation measures in <br />communities throughout Colorado. <br /> <br />The water conservation grants program provides discretionary grants for the implementation of <br />water efficiency demonstration projects throughout the state. <br />
