2) Any other non-structural use provided it is elevated above the Intermediate Regional Flood protection elevation and a determina- tion is made by the El Paso County Planning Department that the use will not adversely restrict the capacity of the channels or floodway or tributaries to the main stream, drainage ditches, or any other drainage facilities or systems. Where existing streets or utilities are at elevations which make com- pliance with this provision impractical or in other special circumstances, the County Planning Commission may recommend to the Board of County Commissioners that it authorize other techniques for elevation. 3) Structures constructed on fill provided the lowest part of the foundation is above the Intermediate Regional Flood protection eleva- tion. The fill shall be at a point no lower than the Intermediate Regional Flood protection elevation for the particular area and shall extend horizontally at such elevation at least fifteen feet beyond the limits of any structure or buildings erected thereon. C. Uses (Subject to County Planning Commission Review and Recommendation and Board of County Commissioners Approval of Location) 1) Structures if adequately f1oodproofed or other- wise as provided in part VII. of this Section to a point above the Intermediate Regional Flood protection elevation. 2) Uses, subject to approval of location, permitted in the F100dway District and similar uses which will not be subject to substantial flood damage and which will not cause flood losses on other lands or to the public. These may include uses which can be readily removed from flood hazard areas during times of flood. The County Planning Commission may recommend to the Board of County Commissioners that it allow the latter uses to be located at an elevation below the Intermediate Regional Flood protection elevation. VII. CONDITIONS ATTACHED TO USES REQUIRING APPROVAL OF LOCATION A. Uses requiring approval of location will be subject to County Planning Commission review and recommenda- tion and Board of County Commissioners determination of their compatability with uses permitted in the adjoining district.
