<br />IV. COUNTY PLANNING COMMISSION EMPOWERED TO MAKE AND <br />RECOMMEND REGULATION, FEES AND MAKE INSPECTIONS, <br />ETC. <br /> <br />The County Planning Commission shall have the power <br />to make and recommend to the Board of County Commis- <br />sioners such rules, regulations and modifications as <br />are necessary and proper to effectuate the purpose of <br />this Resolution relative to Floodway and Floodway <br />Fringe Districts, and to recommend such scheduled fees <br />as are required to cover the cost of advertising, <br />inspection, and review of each project, which shall be <br />effective upon approval by the Board of County Commis- <br />sioners. <br /> <br />V. FLOODWAY DISTRICT (FW) <br /> <br />A. The Floodway District (FW) shall include the channel <br />of a water course and adjacent land areas which are <br />required to carry and discharge the flood water or <br />flood flows of any water course associated with the <br />Intermediate Regional Flood. <br /> <br />B. <br /> <br />USES (Regular Permit): <br />uses shall be permitted <br />not require structures, <br />or equipment. <br /> <br />The following open space <br />to the extent that they do <br />fill or storage or materials <br /> <br />1) Agricultural uses, such as general farming, pas- <br />ture, grazing, outdoor plant nurseries, horticul- <br />ture, truck farming, forestry, sod farming and <br />wild crop harvesting. <br /> <br />2) Private and public recreational uses, such as <br />golf courses, tennis courts, driving ranges, <br />archery ranges, picnic grounds, boat launching <br />ramps, swimming areas, parks, wildlife and nature <br />preserves, game farms, fish hatcheries, shooting <br />preserves, target ranges, trap and skeet ranges, <br />hunting and fishing areas, hiking and horseback <br />riding trails. <br /> <br />3) Residential uses, such as lawns, gardens, parking <br />areas and play areas. <br /> <br />C. Special Provisions: <br /> <br />1) All Uses: No structure (temporary or permanent) <br />rill, including fill for roads and levees, deposit, <br />obstruction, storage of materials or equipment, or <br />other uses shall be permitted which, acting alone <br />or in combination with existing or future uses, <br />adversely affects the efficiency or the capacity <br />of the floodway or increases flood heights. Con- <br />sideration of the effects of a proposed use shall <br />be based on a reasonable assumption that there will <br /> <br />be an equal degree of encroachment. <br /> <br />- 20 - <br />
