<br />In an urban area an example of a reach would be <br />the segment of a water course between two consec- <br />utive bridge crossings. <br /> <br />STANDARD PROJECT FLOOD: The flood that can be <br />expected from the most severe combination of <br />meteorological and hydrological conditions that <br />is considere~ reasonably characteristic of the <br />geographical area in which the drainage basin is <br />located, excluding extremely rare combinations. <br />It can occur in any year. <br /> <br />TEMPORARY STRUCTURE: A structure which is built <br />of such materials and in such a way that it would <br />commonly be expected to have a relatively short <br />useful life, or is built for a purpose that would <br />commonly be expected to be relatively short-term. <br /> <br />WATER COURSE: A stream, creek, pond, natural or <br />artificial depression, slough, gulch, arroyo, <br />reservoir or lake in, or into, which storm runoff <br />and flood water flow either regularly or infrequently. <br />This includes established drainage ways, natural as <br />well as man-made, for carrying urban storm runoff. <br /> <br />III. ESTABLISHMENT OF ZONING DISTRICTS <br /> <br />The flood hazard areas within the jurisdiction of <br />these resolutions are hereby divided into the two <br />following districts: A Floodway District (FW) and <br />a Floodway Fringe District (FF). <br /> <br />The boundaries of these districts shall be shown on <br />the official Zoning Maps. Where interpretation is <br />needed as to the exact location of the boundaries of <br />the districts as shown on the Zoning Map, as for <br />example where there appears to be a conflict between <br />a mapped boundary and actual field conditions, the <br />County Planning Commission shall make the necessary <br />interpretation and recommend it to the Board of County <br />Commissioners. The Intermediate Regional or Standard <br />Project Flood protection elevation for the point in <br />question shall be the governing factor in locating the <br />district boundary on the land. The person contesting <br />the location of the district boundary shall be given <br />a reasonable opportunity to present his case to the <br />County Planning Commission for its review and recom- <br />mendation to the Board of County Commissioners and to <br />submit his own technical evid~nce if he so desires. <br /> <br />Where a lot or parcel of land lies partly within one <br />or both of these districts the part of such lot or <br />parcel lying within the said respective district(s) <br />shall meet all the standards and requirements of such <br />district(s) as hereinafter set forth. <br /> <br />- 19 - <br />
