This invasion of Nature's floodways has many detri- <br />mental effects during flood periods. As fill material is <br />placed and buildings erected, the waterway area is reduced <br />and the flow is obstructed. The result, area similar to a <br />large rock dropped into a full beaker of water, raises the <br />water surface elevations of all future flood flows within <br />increased inundation. This inundation can affect not only <br />the "offenders", but properties both upstream and downstream, <br />and this effect multiplied several times along an urbanized <br />reach of river results in flood damages of major proportions. <br />Unfortunately, the flood losses are shared by the community, <br />the State and the federal government as well as the owners of <br />the flood ravaged property. <br /> <br />, <br />- I - <br />
