MOoRE GROUP COMPANY

Roaring Fork and Fryingpan River Multi-Obiective Planning Project

Scone of Services

C. Conclusions & Recommendations

Total estimated fees associated with Tasks C.l through C.3 are $13,000. One major progress
meeting will be conducted under this Conclusions & Recommendations task item to present the
project findings.

Task Cl. - Develop Stream Stabilization Alternatives

One of the primary goals of this project is to focus on solutions to stabilization of the river. Our
work will be to develop a list of stabilization measures and recommendations for each critical reach
identified in the GIS. Each alternative will be evaluated on feasibility, maintenance, anticipated
useful life, constructability, impact to fisheries, impact to recreation, aesthetics and permitting. We
will evaluate previous stabilization techniques on the Roaring Fork and Fryingpan Rivers and
comment on the tradeoffs between low-impact short life-span strategies and higher-cost
alternatives. The CSU team will assist in identifying stabilization techniques that have been proven
to be effective on cobble-bed channels.

Work product will be a written section in the report including graphics of recommended
stabilization techniques.

Task C2. - Design Stream Stability Monitoring Program

This task is to design a monitoring program as on-going education of channel stabilization. Cobble
bed channels are typically stable until during a flood event dramatic changes can be noted.
Monitoring may include identification of photo points to document the channel over time, use of
aerial photographs or monitoring stream levels on a bridge. The monitoring program will be
designed to involve a steering committee of interested locals to observe trends in channel migration.
We hope to find "keys" that allow people to assess stability in the course of daily business. This
task focuses on developing a program to implement a stream monitoring program, and does not
involve installation of an actual monitoring program in the field.

Work product will be a written section in the report on a stability monitoring program to include
a discussion on equipment, methodologies, expertise, timeframe and prerequisites to installation
and maintenance. Cost estimates for a monitoring program will be included.

Task C3. - Prioritize Locations for Monitoring and Mitigation

This task will include a simple risk assessment and decision matrix for selecting monitoring sites.
Monitoring locations will be ranked on feasibility, risk, access, cost and other factors.

Work product for this task will be a discussion of monitoring locations in the text along with the
decision matrix. Proposed monitoring locations will also be identified on the GIS.

K:\ProposaJ\02830-98\O 15\Scope.doc

Page 5

July 14, 1998
Offices Worldwide
