<br />. . <br /> <br />. <br /> <br />. <br /> <br />.BRW <br /> <br />.n~(.III=- A DAMES-&: MOORE G-ROUP CO';iPANY-- <br /> <br />Roaring Fork and Fryingpan River Multi-Obiective Plannin~ Proiect <br /> <br />SCODe of Services <br /> <br />Work product of this task will be to include a section in the report that identifies the habitat and <br />recreational value of the river and reports on the economic value of those activities. <br />Task B.3. - Identify Existing Infrastructure at Risk <br /> <br />This task will be to pull into GIS the infrastructure at risk to flooding or channel instability <br />(basically, identify major and critical structures within the floodplain). Utilizing the channel <br />instability studies under Task A, we will be able to assess a level of risk for each major structure <br />associated with flooding or channel instability. <br /> <br />Work product from this task will be to show the infrastructure on the GIS and include a tabulation <br />matrix in the report detailing the risk associated with river hazards on existing infrastructure. <br /> <br />Task B.4. - Clarify Regulatory Requirements <br /> <br />This task develops non-technical regional criteria relevant to floodplain and stream stabilization <br />activities for improved river and land use management. We will also summarize federal, state and <br />locate regulations relevant to floodplain activities, disturbance of riparian habitat, earthmoving, <br />water resource development, or other actions which might contribute to stream instability or <br />floodplain manipulation, noting which agencies have jurisdiction under various circumstances and <br />describing procedures for complying with most common requirements. For example, we will <br />describe the different levels of 404 permitting from the Corps of Engineers required for construction <br />of a drop structure, depending on the amount of dredging, filling and wetland impacts. Also, we <br />will describe notification procedures, other county floodplain permits and construction scheduling <br />necessary to avoid trout spawning. This information will be in a format that can be adopted by <br />regulating county agencies and will be compiled into the technical report and educational brochure <br />identified in Task A.3. <br /> <br />Work product for this task will be a written section of the report on regulatory requirements and <br />contribution to the stream stability brochure. <br /> <br />Task B.S. - Describe Transbasin Diversions <br /> <br />We will identify and indicate on the GIS mapping major diversions from the Fryingpan and Roaring <br />Fork Rivers. Our report will describe and tabulate the major diversions which have a significant <br />impact on the river discharge. Operation of the Ruedi Reservoir will also be detailed to describe <br />its impact on the downstream river corridor. Daily flow fluctuations relating to diversions, <br />wastewater discharges and reservoir operation will impact channel stability and be described in the <br />report. <br /> <br />Task B.G. - Identification of Water Quality Issues for Specific Locations <br /> <br />This task really focuses on two locations discharging into the Roaring Fork River. Our work will <br />primarily be concerned with the wash load (sediment discharge) into the channel and its impact on <br />channel stability and water quality as it relates to aquatic habitat. Minimal time will be devoted to <br />this task, and our efforts will be to gather existing water quality data, comment on its impact to the <br />stream system, and provide recommendations for water quality improvements.
