<br />. <br /> <br />. <br /> <br />Minnequa basin. laO-year peak discharges for this area were <br />calculated by the COE to be 4300 cfs at Boxelder Street (adjacent <br />to 1-25) and 2,070 cfs at Grant and Wildwood Streets (upstream <br />limit). The COE defined the existing lOa-year floodplain using <br />the HEC-2 computer program with field surveyed sections. <br /> <br />. <br /> <br />. <br /> <br />Review of the COE work shows that the South -Pueblo basin is <br />predominantly a 3.8 square mile urban residential area of <br />relatively flat slopes and no continuous natural channels. Use <br />of TM-l by the COE for this watershed is inappropriate due to the <br />size, characteristics and the fact the basin is mostly <br />urbanized. In addition use of the HEC-2 hydraulic model to <br />define the floodplain is not appropriate due to the complex <br />drainage pattern of the street network. With this in mind we do <br />not feel that the COE determination is acceptable for use in the <br />Pueblo Flood Insurance Study. <br /> <br />. <br /> <br />.. <br /> <br />. <br /> <br />. <br /> <br />In an attempt to define the lOa-year flood hazard to the South <br />Pueblo area we contacted officials of the City of Pueblo to <br />uncover any history of flooding. With the exception of minor <br />localized street flooding normal to many urbanized areas no flood <br />problems have been experienced in the South Pueblo area. We <br />suspect this to be accurate since there does not appear to be any <br />major offsite drainage into the area and no concentrated drainage <br />pattern to the streets.
