<br />Phase 1 should also include the installation of toilets. Sterling <br />could contract for portable facilities including a weekly cleani.ng, <br />purchase portable toi lets and perform the c1.eaning thansel ves, or <br />build a vault toilet. If a pemanent toilet facility were <br />constructed, the first floor of the structure should be elevated to a <br />minimtnn of 1 foot abJve the 1 DO-year flood elevation and be located <br />outside the floodway. The estimated cost for either a portable or <br />pit-type toilet facility would be $585. ,If a contract were issued, <br />the monthly cost would be $118 per month for rental and weekly <br />cleaning (including delivery and pick up). A pennanent vault-type <br />s true ture would cos t approximately $1 2,000. <br /> <br />PHASE 2 <br /> <br />When increased us,~ of the area. is generated by the self-sustaining <br />pond, the picnic area should be expanded by the addition of more <br />tables and grills and the construction of a covered shelter. The <br />shelter would provide shade for picnickers and a focal point for <br />fishing or other cOllnmmity events. It should also be located out of <br />the floodway. Tables or benches could also be placed along the trail <br />network. <br /> <br />PHASE 3 <br /> <br />Expansion of a trail network beyond the immediate vicinity of the <br />pond area would require the development of a safe method to cross the <br />streams throughout the area. Several methods are available including <br />(1) the construction of foot bridges using metal railing that w::>uld <br />collapse during flocds so as not to impede the South Platte River <br />during flooding; (2) the construction of small embankments with <br />culverts that are designed to pass low flow discharges and to either <br />fail during a flood event or be overtopped so extensively that a flood <br />plain obstruction is not created; or (3) the development of fordable <br /> <br />12 <br />
