Floodproofing Program
for the City of Fort Collins, Colorado

On July 28, 1997, a monsoonal storm trapped
against the foothills unleashed the heaviest
24-hour precipitation ever recorded in the City
of Fort Collins, The flood, estimated to be in
excess of a SOO-year flood, left a path of
destruction through the central portion of the
City, Five lives were lost, 54 were irUured,
and damage estimates exceeded $200 million,

Matrix Design Group staff, while at BRW,
Inc" developed a Floodproofing Program for
the Colorado Water Conservation Board
and the City of Fort Collins. Fort Collins
applied for and was successful in receiving
money from FEMA's Hazard Mitigation
Grant Program (HMGP) to begin
implementation of the Floodproofing
Program.

The City of Fort Collins' Floodproofmg
Program provided the citizens with an
effective means to protect their property from
future flooding by allowing them to break the
cycle of flooding and rebuilding. The
Floodproofing Program afforded a way for
homeowners and small businesses to obtain
assistance in the form of grants to make
property improvements that will mitigate
damages from future flooding, The City of
Fort Collins began implementing the program
in 1998, and the project has clearly
demonstrated the effective use ofHMGP
funds to mitigate repetitive losses from
shallow flooding,
