2

As a part of this revlslon, the 100-year floodway boundaries have been
redelineated to more accurately reflect the actual channel location and to
incorporate the impacts of the golf course construction. The revised
floodway includes areas not previously within the floodway. Evidence of
notification to the impacted property owners was provided by Mr. Duff prior
to issuance of the March 31, 1993, CLOMR. The base (100-year) flood
elevations (BFEs) are lower by a maximum of 3.3 feet throughout the revised
reach, except at the upstream limit of the revision where the BFE increases
by less than 0.1 foot. The Special Flood Hazard Area (SFHA) has decreased
along the left overbank of the Animas River from approximately 3,200 feet to
approximately 1.5 miles upstream of Trimble Lane. This decrease in the SFHA
is due to the incorporation of more detailed topographic data.

The modifications are shown on the enclosed annotated copies of FIRM Panels
0266 B, 0267 B, 0268 B, and 0269 B; FBFM Panels 0266, 0267, 0268, and 0269;
Profile Panels 12P, 13P, and 14P; and the Floodway Data Table for the Animas
River. This LOMa hereby revises these panels of the effective FIRM and FBFM,
all dated December 15, 1981, and the Flood Profiles and Floodway Data Table
in the FIS report dated June 15, 1981.

The following table is a partial listing of existing and modified BFEs:

Existing BFE Modified BFE
Location (feet)* (feet)*
Approximately 1 mile downstream
of Trimble Lane 6,564 6,564
Just downstream of Trimble Lane 6,566 6,566
Approximately 500 feet upstream
of Trimble Lane 6,568 6,567
Approximately 1.1 miles upstream
of Trimble Lane 6,579 6,576
Approximately 1.94 miles upstream
of Trimble Lane 6,593 6,593

*Referenced to the National Geodetic Vertical Datum, rounded to the nearest
whole foot

Public notification of the proposed modified BFEs will be given in the
Durango Herald on or about January 6 and January 13, 1995. A copy of this
notification is enclosed. In addition, a notice of changes will be published
in the Federal Register. We encourage you to supplement this notification by
preparing an article for publication in your community newspaper. This
article should describe the changes that have been made and the assistance
your community will give in providing data and interpreting the NFIP maps.
Because this LOMa will not be printed and distributed to primary users, such
as local insurance agents and mortgage lenders, your community will serve as
a repository for the new data.

The revisions are effective as of the date of this letter; however, within
90 days of the second publication in the Durango Herald, a citizen may
request that the Federal Emergency Management Agency (FEMA) reconsider the
determination made by this LOMa. Any request for reconsideration must be
based on scientific or technical data. All interested parties are on notice
