<br />I. INTRODUCTION <br />Purpose <br />The purpose of this study is to analyze the hydraulic characteristics of <br />Fountain Creek, above 31st Street, and to assess the Creek's impact on the Red <br />Rock Canyon Shopping Center. The client, Wester and Company, Inc., proposes <br />to expand the current shopping area, and to replace the existing Safeway store <br />with a new structure on the property immediately west of the current shopping <br />areas. The shopping area serves a wide area, including Manitou Springs, <br />Woodland Park, Green Mountain Falls, Cascade and other unincorporated areas of <br />El Paso County along U.S. Highway 24. <br />The Federal Emergency Management Agency (FEMA) has prepared flood plain <br />and floodway maps of this reach of Fountain Creek, which have recently been <br />adopted by the City of Colorado Springs and El Paso County for flood plain <br />management purposes. Since the flood plain and floodway are being regulated by <br />the City and County, no new or substantial redevelopment would be permitted in <br />the Red Rock Canyon Shopping area. According to FEMA regulations, no building <br />would be permitted in the designated floodway, and any new construction within <br />the IOO-year flood fringe must be elevated or flood proofed. Since the <br />majority of the Red Rock Canyon Shopping Center and the land proposed for <br />additional development of retail space lie within the floodway, channel impro- <br />vements as recommended by the U.S. Army Corps of Engineers, are considered <br />from the standpoint of economic feasibility (benefit to cost) which would <br />include the immeasurable quantity of the effect on public health and safety, <br />in order to reduce flooding and the coincident damage relative thereto. <br /> <br />The study necessary to complete this report brought to light the <br />necessity for the enlarging of the 31st Street Bridge over Fountain Creek, in <br />order to reduce the depth and velocities associated with a IOO-year flood. <br /> <br />Scope of Study <br /> <br />As a result of the review of existing site and hydraulic data, the <br /> <br />following scope was formulated to guide this study: <br /> <br />1. Duplication of FEMA data to form a hydraulic basis for the design of <br />improvements. <br /> <br />2. Hydraulic analysis of on stream improvements adjacent to the Red Rock <br />Canyon Shopping Center. <br />
