Proiect #2

· There is an existing reservoir on the west side of the city that serves as a flood control facility
for Walsenburg, This reservoir is located on a ditch that receives stormwater runoff from a
large drainage basin to the west of the city. The NRCS has drawings for the reservoir project
entitled as follows:

North Wal~enburg Flood Control Project
Sangre de Cristo RC&D
Huerfano County, Colorado
April, 1970 - Drawing # 7-E-21712 (copy of original is C-1281)

· The city has concern over the existing FEMA floodplain delineation in the area of the North
Walsenburg Flood Control Dam overflow.

· The North Walsenburg Ditch carries flows from the reservoir outlet and from the local
drainage area to the north of the ditch. The ditch may actually have capacity for the
floodflows if the culverts at some of the street crossings are upgraded. The portion of the
ditch with the smallest capacity appears to be just south of the school (near Pine Street and
Hendren Street).

· The North Walsenburg Ditch generally has an 8-foot bottom width and 2.5H to I V side
slopes. The average depth is about 6 feet on the downstream (south) side and 4 feet on thr
upstream (north) side,

· An aerial photograph (map # 1068-25 dated 9/11/92) was transmitted from the city to the
CWCs.

Recommendations and Actions
Collect necessary data and conduct a field survey to obtain cross-section information on the
Holita Ditch and the North Walsenburg Ditch, and measure all existing hydraulic structures and
culvert/bridge sizes along both ditches. The CWCB staff will determine the limits and detail
required for the field survey and will perform the survey if necessary. Obtain services from
college students if possible by coordinating with Dick Hallock (CSU). Students could assist with
data collection and project analyses for project #1 and/or project #2. CWCB staff will assist with
supervision and direction of the students to perform the data collection and analyses.

Subsequent to completion of the field survey and data collection, proceed with a reconnaissance-
level feasibility study which will address, at a minimum, the following topics: community
description, community inventory, description of problems and needs, project analyses, and
potential solutions for flood control within the Holita Ditch and North Walsenburg Ditch in the
vicinity of Walsenburg. Produce a reconnaissance report to summarize the study efforts. Study
and report could be completed in part by students with some supervision and direction from
CWCB staff. Specific task items for the feasibility study will be discussed by CWCB staff at a
later date.

twb c:\secalprojectslwalsenltrip-w.doc

2
