In case of conflict between the DRAWINGS and SPECIFICATIONS, the
SPECIFICATIONS shall govern. Figure dimensions on DRAWINGS
shall govern over scale dimensions, and detailed DRAWINGS shall
govern over general DRAWINGS.

10.02 SPECIFICATIONS DESIGNATIONS. Whenever reference is made in the
CONTRACT DOCUMENTS to standard specifications, methods of
testing materials, codes, practices and requirements, it shall
be understood that the latest edition or revision in effect as
of the date of the bid openi ng shall govern unl ess a specifi c
revision is referred to.

10.03 "APPROVED EQUAL" CLAUSE. Whenever a specifi c materi al,
equ i pment, process, or product is referred to by a propri etary
name, brand name or by the name of its manufacturer, it shall be
understood that such des i gnat ion is further qual ifi ed by the
phase "or approved equal", whether or not such phase actually
appears with the material, equipment, process or product being
specified. Such specification is not intended to limit the
material and equipment selection process but rather to indicate
a standard of quality and capability which will be acceptable.

10.04 OWNERSHIP OF DRAWINGS AND SPECIFICATIONS. All drawings and
specifications are the property of the OWNER but the CONTRACTOR
will be permitted to keep a single copy of each drawing and
specification as necessary to maintain a contract record file.

10.05 DRAWINGS AND SPECIFICATIONS ISSUED TO THE CONTRACTOR. Upon
receiving Notice of Award the CONTRACTOR may request as many
additional copies of the DRAWINGS and SPECIFICATIONS as the
CONTRACTOR may desire. These will normally be available at the
place where the BID DOCUMENTS were issued. The first six sets of
these DRAWINGS and SPECIFICATIONS will be used at no cost to the
CONTRACTOR, but the CONTRACTOR must purchase all sets of
DRAWINGS and SPECIFICATIONS in excess of six. Whether or not
the CONTRACTOR is eligible for a refund of the deposit made for
the original BID DOCUMENTS is stated in the advertisement of
INVITATION FOR BIDS, and the fact that the Bidder was awarded a
CONTRACT does not change those requirements.

Of the six sets of DRAWINGS and SPECIFICATIONS issued free to
the CONTRACTOR, one set must be maintained in good condition at
the work site for the purpose of recording "as-built" conditions
as necessary to develop an "As Constructed Record". On this set
of DRAWl NGS and SPEC IF ICATIONS, the CONTRACTOR wi 11 record all
changes and deviations in a neat and legible manner. Any
deviation between the DRAWINGS and SPECIFICATIONS and the WORK
actually done, no matter how insignificant, must be recorded.
Of special concern is that all underground utility structures
encountered in the process of doing the WORK be correctly
located on the drawi ngs. When the WORK is compl eted, the
CONTRACTOR shall deliver this single set of DRAWINGS and

IV-9

(1667-3/90)
