<br />IB-17 Time of Contract. The time of the contract shall be ninety calendar <br />days (90) from the date of the Notice to Proceed. Time for extension <br />due to weather shall be as defined in the General Contract Conditions. <br /> <br />IB-18 Compliance with the Provisions of Training, Employment and Business <br />Opportunities. The work to be performed under this contract is on a <br />project assisted under a program providing federal financial assistance <br />from the Department of Housing and Urban Development through the State <br />of Colorado and is subject to the requirements of Section 3 of the <br />Housing and Urban Development Act of 1968, as amended, 12 U.S.C. 1701u. <br />Section 3 required that, to the greatest extent feasible, opportunities <br />for training and employment be given lower income residents of the <br />project area, and contracts for work in connection with the project be <br />awarded to business concerns which are located in or owned in <br />substantial part by persons residing in the project area. The <br />Affirmative Action Plan as adopted by the Town of San Luis, dated <br />3/21/90, shall be a part of this contract and shall be complied with in <br />all aspects. <br /> <br />IB-19 B i dde rs attention is di rected to an Alternate Bi d for Bi d Items A-I, <br />A-2, and A-3. Prices shall be in accordance with the instructions in <br />PRICES TO INCLUDE section. OWNER shall have the right to select which <br />of the bi d i terns is in thei r best interest. <br /> <br />IB-20 Permits. Contractor shall include costs of purchasing and obtaining all <br />necessary permits in bid prices. <br /> <br />IB-21 DAVIS BACON ACT.
