<br />INSTRUCTIONS TO BIDDERS <br /> <br />These instructions constitute a part of the Contract Documents and are given <br />for the purpose of guiding Bidders in properly preparing their bids or <br />proposals. Each Bidder shall prepare his bid or proposal in strict compliance <br />with all of the requirements of the Contract Documents and in accordance with <br />the following instructions: <br /> <br />IB-l Proposals. Each proposal must be made on the form provided in this <br />bound copy of the Contract Documents, all of whi ch documents must be <br />returned in good order therewith. Each proposal must be enclosed in a <br />seal ed envelope, addressed to the Town of San Luis, P. O. Box 636, San <br />Luis, Colorado 81152, showing on the face thereof the name of the Bidder <br />and the project name of the Proposal. <br /> <br />IB-2 Qualifications of Bidders. If the Special Conditions require the Bidder <br />to demonstrate his qual ifications for the Project, each Bidder must be <br />prepared to submit within five days of the Owner's request written <br />evidence of the types set forth in the Special Conditions, such as <br />financial data, previous experience and evidence of authority to conduct <br />business in the jurisdiction where the Project is located. <br /> <br />IB-3 Filling in and Signing Proposals. Each proposal shall be legibly <br />written in ink, with all prices given in figures and must cover all of <br />the items of work called for therein and no others. All of the blank <br />spaces in the proposal form must be properly filled o~ Each Bidder <br />must sign the proposal with his usual signature and shall give his full <br />business address. Bids by corporations shall be signed with the name of <br />the corporation followed by the signatures and designations of the <br />President and Secretary (or other person authorized to bind it in the <br />matter) and shall have the corporate seal affixed thereto. <br /> <br />IB-4 Addenda. Bidders are required to acknowledge the receipt of all addenda <br />by signing in the place provided and including it with the Proposal when <br />submitting the bid. <br /> <br />IB-5 Acceptability of Proposals. No proposal shall be accepted from and no <br />contract will be awarded to any person, firm or corporation that is in <br />arrears to the Owner, upon debt or contract or that is a defaulter, as <br />surety or otherwise, upon any obligation to the Owner. <br /> <br />IB-6 Informal and Unbalanced Proposals. Any alternation, interlineation or <br />erasure by the Bidder in the form of the Contract Documents as <br />originally prepared by the Engineer and attached hereto shall render the <br />accompanying proposal informal and may constitute cause for rejection. <br />Proposals that, in the opinion of the Owner, are unbalanced so that each <br />item does not reasonably carry its own proportion of cost or that <br />contains inadequate or unreasonable prices for any item may be rejected. <br /> <br />IB-7 Only One Proposal Accepted. The Owner will accept only one (1) proposal <br />for the same work from anyone bidder. This includes proposals that may <br />be submitted under different names by one firm or corporation. <br /> <br />III-l <br /> <br />(1667-3/90) <br />
