In comparing costs of the two approaches, it is important to consider all the trade-offs. Even though structural approaches often require huge initial capital investments, non- structural methods may demand large expenditures of operating funds and capi- tal funds for purchase of maintenance equipment. 2.6 Flood History The Fossil Creek basin is relatively undeveloped and floods in the past have gone unnoticed. There is no gaging station in the basin. Since 1965, precipitation in excess of 1.5 inches in one day has occurred on June 15, 1965, July 22, 1977, October 22, 1978, May 2 and 9, 1979, June 8, 1979, and August 18, 1979. A search through the Fort Collins Coloradoan on and after these days showed major flooding occurred during the June, 1965 and July, 1977 storms. The June 18, 1965 Coloradoan showed ponded water at an undetermined location along Fossil Creek. The JUly 26, 1977 Coloradoan listed County Road 13 (Lemay Avenue) between County Roads 30 and 32 as being closed because a pipe washed out. This was most likely the culvert crossing for Stanton Creek. Mr. Stanley Blehm, a local property owner, documented high water in the summer of 1979 at Fossil Creek behind the Union Pacific Railroad. He also said the culvert at Lemay Avenue (County Road 13) was washed out. In September, 1938, two heavy rainfalls were recorded near Fort Collins. Between September 1 and 3, 1938 5.09 inches of precipitation fell and extensive flood damage was recorded in Larimer County. An additional 2.14 inches fp.II between September 10 and 12. No specific damage was documented in the Fossil Creek Basin, though Fossil Creek Reservoir did store water. 7
