<br />On July 6, 1989, an intermediate CCO meet.inll W/lS held At the study <br />contractor's office with representat i ves of FEMA, the Town ot <br />Windsor, and the study contractor. Preliminary results of the <br />floodplain analysis in Weld County were reviewed and discussed. <br /> <br />The results of the study were reviewed at the final CCD meeting <br />held on December 13, 1990, and attended by representatives of the <br />Town of Windsor, the State of Colorado and FEMA. Windsor is approximately 45 miles north of Denver and <br />approximately 15 miles northwest of the City of Greeley along the <br />Cache La Poudre River. <br /> <br />The population of the Town of Windsor was 5,250 in 1987, and is <br />expected to increase to 5,540 by 1990 (Reference 4). <br /> <br />The climate in Weld County is variable. <br />precipitation is approximately 14 inches. <br />temperature during the summer is a1'F, and the <br />if 52'F. The average winter temperature is 25'F <br /> <br />The average annual <br />The average high <br />average sUmmer low <br />(Reference 5). <br /> <br />Eastman Kodak Company maintains a large manufacturing plant near <br />the Cache La Poudre River in the southeast corner of the town. <br />There is little other development along the Cache La Poudre River <br />in the study reach. The land along the river is used almost <br />exclusively for farming. <br /> <br />2.3 Principal Flood Problems <br /> <br />Major floods in Weld County are produced by intense localized <br />rainfall combined with snowmelt. The Poudre River valley in Weld <br />County is characterized by a relatively small channel and wide <br />floodplains. Any floods which break out of the existing r1ver <br />channel have the potential to inundate large areas of land. <br /> <br />2 <br />
