FLOOD INSURANCE STUDY

1.0 INTRODUCTION

1.1 Purpose of Study

This Flood Insurance Study investigates the existence and severity
of flood hazards in the Town of Windsor, Weld County, Colorado and
aids in the administration of the National Flood Insurance Act of
1968 and the Flood Disaster Protection Act of 1973. This study has
developed flood risk data for various areas of the community that
will be used to establish actuarial flood insurance rates and to
assist the community in its efforts to promote sound floodplain
management. Minimum floodplain management requirements for
participation in the National Flood Insurance Program (NFIP) are
set forth in the Code of Federal Regulations at 44 CFR, 60.3.

The hydraulic analyses for this study were performed by Simons, Li,
and Associates (the study contractor), for the Federal Emergency
Management Agency (FEMA) , under Contract Agreement No. EMW-86-C-
2262. This study was completed in July, 1990.

1.3 Coordination

The initial Consultation and Coordination Officer (CCo) meeting was
held on March 30, 1988, and attended by representatives of the Town
of Windsor, Weld County, the Colorado Water Conservation Board
(CWCB), FEMA, and the study contractor.

A meeting was held at the offices of the CWCB on May 26, 1988,
concerning modifications to the hydrology for the Cache La Poudre
River to be used in the study. The purpose of this meeting was to
decide how to reconcile flood-frequency estimates from the CDE 1973
Floodplain Information Report (Reference 2) and the 1988 COE
hydraulic study (Reference 1) between the confluences of Boxe1der
Creek and the Consolidated Law Ditch. No representatives of the
Town of Windsor or Weld County were present; however, they were
provided with notes of the meeting. The COE later developed
revised hydrology (Reference 1) to be used for the entire study
reach.
