<br />FLOOD INSURANCE STUDY <br />TDWN OF WINDSOR, WELD COUNTY, COLORADO <br /> <br />1.0 INTRODUCTION <br /> <br />1.1 Purpose of Study <br /> <br />This Flood Insurance Study investigates the existence and severity <br />of flood hazards in the Town of Windsor, Weld County, Colorado and <br />aids in the administration of the National Flood Insurance Act of <br />1968 and the Flood Disaster Protection Act of 1973. This study has <br />developed flood risk data for various areas of the community that <br />will be used to establish actuarial flood insurance rates and to <br />assist the community in its efforts to promote sound floodplain <br />management. Minimum floodplain management requirements for <br />participation in the National Flood Insurance Program (NFIP) are <br />set forth in the Code of Federal Regulations at 44 CFR, 60.3. <br /> <br />1.2 Authority and Acknowledgments <br /> <br />The sources of authority <br />National Flood Insurance <br />Protection Act of 1973. <br /> <br />for this <br />Act of <br /> <br />Flood <br />1968 <br /> <br />Insurance Study are the <br />and the Flood Disaster <br /> <br />The hydrologic flood frequency relationships used in this <br />were prepared by the U.S. Army Corps of Engineers (COE), <br />District (Reference 1). <br /> <br />study <br />Omaha <br /> <br />The hydraulic analyses for this study were performed by Simons, Li, <br />and Associates (the study contractor), for the Federal Emergency <br />Management Agency (FEMA) , under Contract Agreement No. EMW-86-C- <br />2262. This study was completed in July, 1990. <br /> <br />1.3 Coordination <br /> <br />The initial Consultation and Coordination Officer (CCo) meeting was <br />held on March 30, 1988, and attended by representatives of the Town <br />of Windsor, Weld County, the Colorado Water Conservation Board <br />(CWCB), FEMA, and the study contractor. <br /> <br />A meeting was held at the offices of the CWCB on May 26, 1988, <br />concerning modifications to the hydrology for the Cache La Poudre <br />River to be used in the study. The purpose of this meeting was to <br />decide how to reconcile flood-frequency estimates from the CDE 1973 <br />Floodplain Information Report (Reference 2) and the 1988 COE <br />hydraulic study (Reference 1) between the confluences of Boxe1der <br />Creek and the Consolidated Law Ditch. No representatives of the <br />Town of Windsor or Weld County were present; however, they were <br />provided with notes of the meeting. The COE later developed <br />revised hydrology (Reference 1) to be used for the entire study <br />reach. <br />
