<br />EXHIBIT j) <br /> <br />SAN LUIS WATER & SANITATION DISTRICT <br /> <br />SAN LUIS, COLORADO 81157 <br />July 31,i9W:, <br /> <br />Joe Espinoza, Mayor <br />San Luis City Hall <br />San L~is, Colorado 81152 <br /> <br />Dear ~ayor Espinoza: <br /> <br />As YOJ are aware, the Town of San L\ll~ residerlts ar'e su:f{~r'ing <br />extre~e hardship due to the high grourd water problen. <br /> <br />The residents are pumping the excess ~~ter entering their <br />basements and crawl spaces into ~UI~ sanitary sewer ~;yste~. <br />This condition of pumping has exceeded our discharge per~it <br />parameters, The Colorado State Health Department (CSHD) has <br />notified the San Luis Water & Sanitation District Beard of <br />Directors that it is imperative that the n(~cessary steps be <br />taken to maintain compliance imrned:ately. The CSH~ tas fu~ther <br />indicated that the District should e~lminate the large a~ount <br />of subwater going into the sewer system, If we do not comply <br />with the State Health Department's ruling, we may be forced to <br />begin construction on a new lagoon immediately, The COSt of a <br />new lagoon would be in excess of $750,000, a price none ~f the <br />residents could afford.
