Press release both from the Hazard Mitigation (H~I) and the Public Information <br />(PI) standpoints. <br /> <br />Representatives from various Federal <br />impact of future flooding in the <br />aftermath of the date <br /> <br />agencies are exploring ways to reduce the <br />place - name area in the <br />flood which list damages <br /> <br />Organized into a Hazard Mitigation Team, the representatives will make <br />recommendations (the team has no authorization to mandate actions) that will <br />be itemized in a report to be completed by date . It is <br />the desire of the team that all HM opportunities be quickly identified so <br />that they can .be incorporated into fi rst stages of the recovery process, <br /> <br />The task of the team is to pOint out opportunities, in area <br />which could reduce the impact of future flooding in the community (area). <br /> <br />Previous governmental efforts in the HM area have given little attention <br />toward establishing lasting cures to disaster problems. Recovery programs <br />sought only to restore damaged facilities to theirpredisaster condition, <br />leaving them vulnerable to future flooding. This damage - reconstruction- <br />damage cycle was expensive and needlessly jeopardized the health and safety <br />of the people in the reconstructed area. It is the goal of the HMT to <br />break this cycle in place - name <br /> <br />. One of the areas to be explored is the relocation of major damaged structures in <br />the floodplain to safe locations. Another is the problem of ~ridge reconstruction, <br />Minimum design and construction standards for the replacement of privately owned <br />bridges will be recommended. This will allow for more substantial structures <br />with larger openings that can accomodate the debris associated with flooding. <br /> <br />Another area of interest is an evaluation and recommendation for improvement <br />of warning and evacuation plans. Specific attention will also be directed <br />toward local prOblems such as Estes Parks fish hatchery, dam safety measures, <br />etc. Programs for educating the public to the potential hazards of the area <br />will certainly be investigated, <br /> <br />Include here a supportive statement form an appropriate local official <br />(Richard Widmer, Director etc.) has stated there are ample opportunities <br />for mitigating the impact of future flooding. "~Je will examine all recom- <br />mendations closely. We are eager to incorporate all these.suggestions that <br />are realistic and economically feasible." <br /> <br />, stresses that HM process <br />to upgrade facilities <br />communities.
