<br />- <br />~! <br /> <br />i <br /> <br />initiatives, A concerted effort has been placed on creating a <br />grassroots approach to mitigation that is augmented by Federal <br />efforts instead of the reverse. The strong local involvement in <br /> <br />the Team process creates the home-rule posture that is <br /> <br />characteristically desired by all communities in Region VIII. <br /> <br />The thrust of the Region VIII Report has been two-fold, The <br /> <br />first goal is to develop recommendations that will reduce or <br /> <br />eliminate the need for Federal funds for repair/reconstruction <br /> <br />following future flooding events, The second goal is to provide <br /> <br />officials of the affected area with recommendations that will <br /> <br />reduce or eliminate the impact from these same future flooding <br /> <br />events; the obvious connection being that as a community becomes <br /> <br />less vulnerable to flooding, the need for Federal assistance <br /> <br />WI <br /> <br />diminishes, To achieve the optimum results from the Report <br /> <br />process, FEMA personnel are employed full time to promote and <br /> <br />facilitate those actions necessary for achieving the goals of the <br /> <br />recommendations, Progress is continuously monitored and status <br /> <br />reports are developed at 90, 180, and one year intervals. <br /> <br />~I <br /> <br />II <br /> <br />'I <br />
