<br />! <br /> <br />. <br /> <br />i <br />I <br />I <br />I <br /> <br />'I <br /> <br />.I <br /> <br />!i <br /> <br />INTRODUCTION <br /> <br />The Federal Emergency Management Agency Region VIII Disaster <br /> <br /> <br />Assistance Programs (DAP) Division's approach to flood hazard <br /> <br /> <br />mitigation has focused on the development of a Hazard Mitigation <br /> <br />~ <br />.......that functions in the Regional Office and in a disaster <br /> <br />situation on the same level as th~well-established Individual <br />Assistance and Public Assistance~ A Regional flood <br />hazard mitigation program has been developed as a result of the <br /> <br />requirements of the July 10, 1980 Office of Management and Budget <br /> <br />Directive for Nonstructural Damage Reduction Measures as Applied <br /> <br />to Common Flood Disaster Plannin9 and Post-Flood Recovery <br /> <br /> <br />Practices, and the Disaster Relief Act of 1974 (PL 93-288), <br /> <br /> <br />particul arly Section 201(b}, Federal and State Disaster <br /> <br />Preparedness Programs and Section 406, Minimum Standards for <br />Public and Private Structures. <br /> <br />The Interagency Hazard Mitigation Team (hereinafter called the <br /> <br /> <br />Team) process and the Interagency Hazard Mitigation Report <br /> <br /> <br />(hereinafter call the Report) are the mechanisms utilized to <br /> <br />develop recommendations, initiate actions, monitor progress and <br /> <br />document results or reasons for non-action. Active local and <br /> <br />State participation in the Team process and in the development of <br /> <br />the Report has been encouraged and solicited, This active <br /> <br />participation is necessary due to the State and local orientation <br /> <br />of many of the recommendations and to assure that the <br /> <br />recommendations are in accord with existing State and local <br />
