REPORT DEVELOPMENT <br /> <br />Once the Team has been activated, briefed, and surveyed the <br />disaster area, all members, including State and local <br />representatives, must reassemble to develop the recommendations <br />for the Report. Procedures for review of the final draft by all <br />Team members need to be established. <br /> <br />A, Conduct "brainstorming" session, <br /> <br />Present as many ideas for hazard mitigation as possible <br />based on the Team's observations and the concerns and <br />'! suggestions from State and local representatives. The <br />session should be wide open with no initial evaluation or <br />judgement of the ideas. This initial effort should <br />emphasize quantity instead of quality, require all <br />suggestions to be realistic and achievable, avoid <br />assigning responsibility or fault, and assure all Team <br />members an opportunity to provide input. <br /> <br />B.
