Ms, Virginia Motoyama
July 24, 1992
Page 2

Along with a brief description of the placement of co=unities into one of these three
categories, Attachment 2 includes a list of the LOW PRIORITY co=unities and a list of
the MEDIUM PRIORITY co=unities, by geographic area,

High Priority Co=unities

At this point we had 90 co=unities left in the HIGH PRIORITY category. In
order to make this priority category more meaningful, we further subdivided the list. First
the co=unities for which FEMA's XDS process (if it were still funded) would probably
meet most restudy needs were listed, Next the co=unities for which FEMA's process of
converting LOMRs to physical map revisions (if it were adequately funded) were listed, The
remaining communities were separated into three subpriorities:

HIGH PRIORITY c
HIGH PRIORITY b
HIGH PRIORITY a

Lowest Subpriority
Medium Subpriority
Highest Sub priority

Within Subpriority a (Highest Subpriority) three categories were created:

FEMA Studies in Progress
Revise Outdated Maps
Restudies (Hydrology and/or Hydraulics)

Attachment 3 describes the process for assigning co=unities to the XDS list, the LOMRs
list, the Subpriority c (Lowest Subpriority) list, the Subpriority b (Medium Subpriority) list,
and the FEMA Studies in Progress list. The rationale for including the "FEMA Studies in
Progress" communities in Subpriority a (Highest Subpriority) is discussed, Attachment 3
also includes the lists themselves. The results of this process were as follows:

XDS
LOMRs
Sub priority c
Subpriority b
Subpriority a (FEMA Studies in Progress)
TOTAL

17 mmmunities
8 communities
9 communities
4 communities
15 a)mmunities
53 mmmunities

Highest Priorities in 1992

Of the 90 HIGH PRIORITY communities 37 were not included in any of the above
categories. Those are the communities we wish to discuss with you in detaiL They have
been split into two categories. The first category includes communities for which revisions
