Project Name, Location and Description (continued) <br /> <br />3, Description of proposed reconstruction project <br /> <br />a. 35'-40' high reinforced concrete gravity diversion dam having a 130' <br />long overflow section, one 36" inlet gate, and one 4' x 6' sluice gate, <br />located at the exact predisaster location. <br /> <br />b. Approximately 1700 LF of 36' steel or prestressed concrete pipe installed <br />at the predisaster location. <br /> <br />c. Power plant site located at the predisaster location. <br /> <br />(1) <br /> <br />26'+ x 30'+ reinforced concrete building with natural stone facing, <br />two-450 KW-(4160) volt) generator/650 HP turbine units including <br />related equipment, one 3 phase. 4160-22,000 volt. 750 KVA sub- <br />station, and an open tailrace. <br /> <br />(2) The 5-room house, 4-stall garage, toolshed, potable water system, <br />septic system and leach lines and two substations will not be <br />reconstructed, <br /> <br />C. HUD Program and Description - Federal Disaster Assistance, Section 402(e), <br />Disaster Relief Act of 1974, PL 93-288 <br /> <br />The purpose of this Act is "to provide an orderly and continuing means of <br />assistance by the Federal Government to State and local governments in carry- <br />ing out their responsibilities to alleviate the suffering and damage" which <br />result from emergencies and major disasters. Section 402(e) contains authority <br />to provide categorical grants to State and local governments for reconstructing <br />public facilities damaged or destroyed by a major disaster "on the basis of <br />design of such facility as it existed immediately prior to such disaster and <br />in conformity with current applicable codes, specifications, and standards." <br /> <br />Furthermore, Section 405 of the Act provides that actions under Section 402 <br />which "have the effect of restoring facilities substantially as they existed <br />prior to the disaster" are exempt from the provisions of the National Environ- <br />mental Policy Act of 1969. Therefore, this clearance is being prepared at the <br />option of this agency. <br /> <br />D. HUD Project No. - FDAA-517-DR-2 <br /> <br />E. All A-95 review requirements have been met. <br /> <br />Clearinghouse comments do not indicate significant environmental or regional <br />impact, or any environmentar-problems. <br />
