Department <br />of Environment and Natural Resources <br />administers V.s. Environmental Protection <br />Agency Section 319 grants if non-point <br />source pollution is impairing water quality in <br />habitats. The S.D. Department of Agriculture <br />awards Conservation Commission Grants. <br /> <br />Specific projects may be funded under the <br />V.S. Army Corps of Engineers' 205 program, <br />under which the Corps pays 50% of study <br />costs and up to 75% of construction costs, if <br />feasible based on Corps criteria. <br />There may be funding available from <br />the S.D. Department of Game, Fish and <br />Parks' Pheasants for Evel)'One and Waterfowl <br />Habitat Programs, the V.s. Department of <br />Agriculture's Great Plains Program, the V.s. <br />Soil Conservation Service, the Agricultural <br />Stabilization and Conservation Service, the <br />soil conservation districts, water development <br /> <br />districts, the S.D. As...ooation of Sail and Water <br />Conservation Districts, a future basin-wide <br />water management authority, and the S.D. <br />Department of Transportarions funds under <br />the Intermodal Surface Transportation Effi- <br />ciency Act of 1991. Financial assistance may <br />also be forthcoming from private non-profit <br />groups like Ducks Unlimited and The Nature <br />Conservan<y. Projects to mitigate Lake Thomp-- <br />son flooding by enhancing wetlands could be <br />funded under the Federal Emergency Manage- <br />ment Agency's Hazard Mitigation Grant <br />Program provided that there is a public sponsor. <br /> <br />POTE:-JTIAL SOLUTION 2-fl <br />Create a wetlands mitigation batik. {This <br />actio" would also address Loss of Agriru/tum/ <br />Productjvity from Floodi"g; see Solution I-D, <br />page2!.! <br />This effort could be begun within six <br />months, and led by the S.D. Water Congress, <br />the Association of Conservation Districts, the <br /> <br />CD <br /> <br />S.D. Department of Agriculture, or the V.s. <br />Soil Conservation Service. The S.D. Depart- <br />ment of Transportation has established a wet. <br />lands mitigation bank to compensate for lo~- <br />es resulting from road construction. <br />The u.s. Environmental Protection <br />Agency, s.D. Department of Environment and <br />Natural Resources, and the S.D. Department <br />of Agriculture could provide funding. Funds <br />may also be available through the S.D. Depart- <br />ment of Transportation under the Intermodal <br />Surface Transportation Efficiency Act. <br />
