.

.

purposes of this Project, a specific portion of the West Vine Drainage Basin, hereinafter referred
to as the "Specific Mitigation Study Area", will be addressed.

SDecific Mitil!:ation Studv Area
The specific area of the West Vine Drainage Basin chosen for study of flood hazard mitigation
altematives and for recommendation of a preferred alternative was selected based on two
criteria; I) the flood damage experienced in 1997, and 2) its suitability for a mitigation project
that would be totally independent of any other mitigation efforts elsewhere in the basin. The
selected area is the part of the Northern Branch upstream of the New Mercer Canal and
downstream of Overland Trail. Upstream of Overland Trail damage in 1997 was minimal, so
there was no significant need for flood hazard mitigation. The New Mercer Canal provides a
clear hydraulic break feature. with areas downstream not being affected by mitigation activities
upstream, as long as those upstream mitigation activities are appropriatelv designed.

The selected area is principally residential land with varying lot sizes and land that is currently
open. It can be divided into three specific drainage reaches. Reach 1 extends from
approximately 600 feet upstream of Hollywood Drive (about halfway between Overland Trail
and Hollywood Drive) to approximately 400 feet downstream of Sunset Drive. It includes
houses and yards along Hollywood Drive and Sunset Drive. Many of the lots are large. Reach 2
extends from approximately 400 feet downstream of Sunset Drive to approximately 200 feet
upstream of Webb Avenue. It is currently open land. Reach 3 extends from approximately 200
feet upstream of Webb Avenue to the New Mercer Canal. It is currently residential land in the
Irish Green Subdivision. The lots in that subdivision are of a typical suburban size. For each of
these three drainage reaches the Consultant will develop flooding problem descriptions and
alternative mitigation strategies to address the identified problems.

Proiect Assil!:llments
Study tasks will be divided among the Project participants as stated in the "summary of
requested work" section of this Scope of Work. The attached "Report Outline" will be the basis
for performing the required work and completing the final Project report. The task assignments
are summarized in the table below.

PROJECT ASSIGNMENTS

I

Project coordination and overall project management

2

Performance of all tasks and report writing to complete the
Executive Summary of the project report

3

Performance of all tasks and report writing to complete chapter I
(Problem Description) of the project report
Performance of all tasks and report writing to complete chapter
II (Proposed Solutions) of the project report
Performance of all tasks and report writing to complete chapter
III (Description of Proposed Project) of the project report

4

5

3

cweB
Larimer County
CWCB
Larimer County
Contractor
CWCB
Larimer County
Larimer County
Contractor
Larimer County
Contractor
