At Heron Reservoir <br />a water well was completed and con- <br />tract awarded to construct two utility <br />systems and access roads <br /> <br />Plans are being developed to provide <br />recreation facilities at Tyzack ReserVOir <br />of the Jensen Unit of the Central Utah <br />Project For the lallwater below NavajO <br />Dam, which has developed Into a "blue <br />ribbon" trout stream, plans were pre- <br />pared for recreation facilities, and a <br />contract was awarded In June to pro- <br />vide fisherman access and parking Al- <br />though Starvation Reservoir on the <br />Bonneville Unit has a boat ramp, park- <br />Ing area, and access road, plans were <br />made for expanding the facilities due to <br />the heavy use expeflenced since com- <br />pletion of constructIon FacilIties are <br />complete at the follOWing reservoirs: <br />Huntington North, Lemon, Paonia, Rifle <br />Gap, Crawford. and Steinaker, Facilities <br />have yet to be constructed at Meeks <br />Cabin ReserVOir of the Lyman Project <br />and Silver Jack ReserVOir 01 the Bost- <br />Wick Park Project <br /> <br />In September 1972fhe Secretary of the <br />Interior translerred to the Bureau of <br />Reclamaflon full responsibility for fund. <br />Ing and expenditures 01 recreaflon and <br />fIsh and Wildlife developments at all <br />prOject features of the Colorado River <br />Storage PrOject From 1956 to 1972, <br />these actiVitIes had been handled by the <br />National Park Sefvice and the Bureau <br />01 Sport Fisheries and Wildlife, <br /> <br />ThiS transfer of responsibility should <br />permit better coordination of the con- <br />struction and operation of prOject facllr. <br />ties, including those relaltng to recrea- <br />tion and fish and Wildlife Funding for <br />these public use facIlitIes should be <br />somewhat easier to obtain under a fully <br />coordinated program <br /> <br />The Glen Canyon National Recreation <br />Area was established by PL. 92-593 on <br />October 27, 1972. ThIS legislation <br />allows greater latitude to the National <br />Park Service for planning and adminiS- <br />tration of the area, but does insure that <br />the dam and reservOir will contmue to <br />be operated In accordance WIth pur- <br />poses of the Colorado River Storage <br />PrOject Act <br /> <br />Another recreation precedent was es- <br />tablished at Fontenelle Reservoir late <br />in Fiscal Year 1973 Here, for the first <br />time in the history of the Upper Colo- <br />rado Region, the BUreau of Aeclama. <br />tlon assumed responsibilities for the <br />administration of the recreation re- <br />source at a CRSP prOJect. Agreements <br />transfefflng adminIstrative responsI- <br />bilities from the National Park Service <br />to Reclamation were signed on June <br />8, 1973 In addition to handling routine <br />operation and maintenance, Reclama- <br />tIon plans to expand eXisting recreation <br />and pubhC information facilities. DUring <br />1974 a Youth Conservation Corps camp <br />will be established al Fontenelle to <br />assist In thiS effort <br /> <br />21 <br />
