Also, lhe CilY of Fort Coltins has provided informa. <br />tion regarding the reconnaissance study to residenls along Dry Creek, A copy of thi, <br />letter is included in Appendix A. <br /> <br />The City of Fort Collins has a sincere interesl in pursuing cost effective flood con- <br />trol improvements for Dry Creek, and Larimer Counly has indicated a possible interesl <br />in participating with lhe City. The City has provided a letter dated 28 January 1993, <br />which addresses several concerns regarding this reconnaissance sludy. The letter is <br />included in Appemlix A. The majority of the concerns revolve around the ncw hydrol. <br />og}' prepared for this study and tile implicalions thereof. They are concerned lhat the <br />l()O.-ycar discharge has significantly increased with the ncw hydrology. This has <br />increasedsignifieantlytheeOSlofaIClO-year1evc1ofprotectionplan,andhasreslllted <br />in a feasible plan of only ~O-year level ofprotcction compared 10 IOU-year level of pro. <br />tcclionbeingfeasibleintheoriginalstu<1y. <br /> <br />The State, County, and City have been concerned about the flood problems along <br />Dry Creek and are interested in implementing flood control measures. The Colorado <br />Stale Historical Society identified several siles along Dry Creek, some of which arc <br />eligible for the NRHP. The channel diversion would involve two sileS-.Larimcr and <br />Weld Cmal. which is eligiblc for the NRHP; and the UPRR, which is polentially a sile <br />of historical importance. The Colorado Stale Historical Society sugge~ted that, as part <br />of any furthcr studies,acullural resource field reconnaissance survey he co nductedalong <br />the potential project area, including a detailcd diseussion of the polcntia I effects of the <br />implementalion of the project on lhepreviously referenced resources and any ncwly dis- <br />covered cultural resources. <br /> <br />Tile City .md County plan to hold a pubiic ml~ling to allow public input Icgaldillg <br />this !lood control project. It would <br />appear that lllc channel divcrsion would not be in conflict wl1h tile pllrposeoflhepotcn- <br />tial corridor, and could even complement it.
