In addilion, the City could construct achanflellhrough lhe unde-
veloped area betwecn College Avenue and North leMay Avenue as part ofilS long-range
flood control plans as development occurs in lhcarca. Currently, this reach has no Dry
Creek channel. These measures were nol included as part of lhe reconnaissance-level
plan because it appears thaI they would not be economically feasible,

With the 30-year plan in place, Dry Creek discharges would be significantly
reduced from Larimer and Weld Canal to ilS confluence with the Cache La Poudre River.
Table 6.2 shows a comparison of discharges for existing conditions and with diversion
of flows. The watcr surface profiles for Dry Cteek also reflecl a reduction in stage from
Larimer and Weld Canal downstream to the moulh for the with.diversion channel
condition,

The City of Fort Collins and/or l.arimer County could improve the Dry Creek
channel in the Fort Collins Airpark arca by regulating andforeliminatin g the holtlenecks
in the channel. replacing inadequately sized culverts under roads, and clearing the
channel of debris.

The effecls thc channel diversion would have on fl()()(hng on the Cache La Poudre
River were also evaluated. Starting watcr surface elevations on lhe Cache l.a poudre
River with a diversion channel along alignmenl B were determined from rating curves
devdoped during lhc rcrent flood msurance restudy of the Cache La Poudre River
thnlllgh Fort Collins. Data obtained from "Hydrologic Analysis of the Cache La Poudrc
River Basin" dated April 1988, indicated that thc tOO-year discharge along the Cache La
Poulire Riv'er between the conflut'flce of the diversion channel and Dry Cr~>ck would
incf\'a~e from ahout 13,300efs to 16.600 cfs, Based on the flood insurance study rating

6-7

6-8
