During our review, we did find a few
items you may wish to alter. The Windy Gap Project
will supplement the front range communities of which
Boulder and Longmont are a vital part in addition to
the communities you mentioned. Potential projects
affecting streamflows in the Platte River Basin as
listed on page 99, lists the Coffintop Dam and Reservoir
M & 1. Actually, the project will be a multi-purpose
function reservoir and should be listed as M&I, F&W, P&R.

According to your Table 21, page 99, you have
listed Coffintop as a potential project which will affect
streamflows in the Platte River Basin. Because of its
affect, we would like to advise you of the current status
of the proposed Coffintop Reservoir Pumped Storage
Hydroelectric project. The District was issued a prelim-
inary permit by the Federal Energy Regulatory Commission
for the purpose of maintaining our application priority
for a~ydropower license while the District conducts
studies and investigations to determine the feasibility
of the project. In addition to the FERC permit, the
District has also received a Conditional Decree for the
project. Article 11 of the preliminary permit, which is
enclosed, provides for a memorandum of understanding
between the District and the Forest Servi~e prior to the
District undertaking investigatory work under the prelim-
inary permit.

500 Coffman Street.
