WHEREAS, hydraulic analysis for a portion of Unnamed Creek was performed by Holland tit Corporation in 1984; and WHEREAS, revised hydraulic analyses for portions of East Tollgate and West Tollgate Creeks were performed by Merrick and Company, Greiner Engineering, and the City of Aurora Engineering during 1982 and 1985; and . WHEREAS, the hydrologic analysis of the South Platte River, from Chatfield Dam to the . corporate limits of the City and County of Denver, was prepared by Merrick and Company under contract to the Urban Drainage and Flood Control District during 1983; and WHEREAS, hydraulic analyses for the South Platte River, from the corporate limits of the City and County of Denver upstream to the U.S. Army Corps of Engineers channel improvement project below Chatfield Reservoir, were performed by Wright Water Engineers under contract to the Urban Drainage and Flood Control District during 1985; and WHEREAS, further study and revisions to the South Platte River floodplain information were carried out by Wright Water Engineers and the FEMA Technical Evaluation Contractor during 1987; and LOCAL REOUEST FOR DESIGNATION WHEREAS, Arapahoe County, Colorado has requested that the Colorado Water _ Conservation Board take formal action on the floodplain information contained in said report with _ included maps dated April 17 , 1989; and CoR.S AUTHORITY WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, requires the Colorado Water Conservation Board to assist in the prevention of floods and flood damages therefrom; and WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised Statutes, provide that legislative bodies of local jurisdictions may provide zoning regulations for land uses on or along any storm or floodwater runoff channel or basin only after designation and approval by the Colorado Water Conservation Board; and WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, directs the Colorado Water Conservation Board to designate and approve storm or floodwater runoff channels or basins and to make such designations available to legislative bodies of local jurisdictions; and COMPLIANCE WITH CWCR TECHNICAL STANDARDS WHEREAS, the detailed floodplain information in said report with included maps for stream reaches in Arapahoe County as listed in Table 3 meet the requirements for detailed floodplain information as listed in the Board's "Rules and Regulations for the Designation and Approval of Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408- I), based on a cursory review only by CWCB staff; and 4 e
